Chandel district, Manipur, India
Thematic Intervention: Protection

Project Context

NEEDS was initiated with an objective of peace building among ethnic tribal communities across 10 villages in Churachandpur and Chandel districts of Manipur. The founder, Mr. K Morang Maring hailed from tribal community and had the insight to realize that the people of such communities are deprived from any kind of development. NEEDS initiated a peace building effort so that fighting groups understand the dynamics behind the conflicts and disengage themselves from killing each other. The current project holder, Mr. Angshem, has also been a victim of ethnic conflicts. He has been working with communities through NGOs in Odisha with a focus on trainings of community groups on peace building. It has worked closely with different formed groups under the churches and the tribe groups, beside these it has also formed the groups of children in all the villages, it has organized series of meeting with all the village chiefs and the village authority and also formed the people’s committee for child right to protection in the operational area.

Key Result Areas Achievements

Ensure 33 administrative body and caretakers sensitized on Juvenile Justice System (JJS).

* Contacts have been made in 17 children home (includes residential school run by Govt.), out of these homes, CWC has made visit and 2 homes got registration from Government.
* 18 private residential schools are have been engaged on preventive approach, covering 5,171 children. Orientation has been done where about 2,000 children covered among the 7th to 10th standard.
* 20 school managements have been enrolled in child protection efforts and 64 teachers from their schools are being oriented.
* 30 volunteers have been mentored on children protection.
* Through engagement with CWC, NEEDs team have ensured that 22 vulnerable children are placed in Child Care Institutions (CCIs). This is one of the significant achievements during the year.
* 13 children homes without following JJS fully sensitized.

Key Result Areas Achievements

Facilitate key stakeholder engagements to strengthen implementation of child rights laws and schemes

* Three block level consultation were organized in three blocks, wherein 269 participants attended. The attendees included village chiefs, religious leaders, student organization leaders, women organization leaders etc. They were sensitized issue of child Trafficking, CSA, JJ Act, POCSO Act and Customary law, -Roles and responsibilities to prevent the child issue.
* Two programs were organized at district level, one with the support of MACR (state alliance on child right) and second one done by NEEDS directly, on the issue of JJ act and POCSO, where participants from Police, CWC, DCPU, village chief association and another 100 participants attended.

Engage child participation in promoting child rights

* Exposure programme has been organized for 400 children around annual children cultural meet in the district.

Key Result Areas Achievements

Strengthen monitoring and quality controls in institutions and mechanisms of child rights laws and schemes

* Project staff visited 17 children home, where 713 children are being housed. The purpose of interaction with them was to improve their understanding of the provisions under JJ acts for the children home and motivate them to seek registration of the home under the JJ norms so that the children can avail the facilities provided by the government through them.
* Three homes got the certificate of fit home, two more applied for fit home, 10 homes got registration from the department, two homes close down and four homes are in the process of registration.
* As a result of case efforts at family level, 16 fact finding reports have been done on rescue, rehabilitation, police case registration, medical report, interim compensation, final compensation etc.

Other Highlight Processes and Achievements – 2017.

  • 21 Village level Child Protection Committees (VLCPC) has been formed, which were preceded by three rounds of meetings with community and stakeholders, to sensitize the needs and utility of having such institution established. The best part is that community leaders have started coming forward and demanding facilitation for formation of VLCPC in neighboring villages. Few of the committees formed in the initial stage in interior areas have actively moved ahead in instituting rule towards protection of children such as compulsory reporting to a committee leader in case children are going out of the village. On the other hand, few committees in villages on Asian Highway have developed extra vigilance mechanism for protection of children who have come to stay there from interior villages for school studies.
  • In collaboration with community leaders, 47 children from 5 blocks, mostly belonging to families with HIV positive, separated family, single parenting, trafficked victim, orphan, CSA victim, drug addicted family, widow, alcoholic parents etc., have been identified as vulnerable children. Among these, 24 children have been listed by the DCPU for sponsorship scheme benefit.
  • Project intervention has reached out to the rescue of 39 cases of trafficked children.

Update on major events /campaigns that may have taken place on ground:

  • Organization initiated a campaign against sexual abuse after an incidence of sexual abuse in the district, as the police were not registering the complaint. The project team organized the stake holders, individuals and media. As a result of this the government ordered for enquiry and action on this.

Update on knowledge and capacity building workshops that the project team may have organized /participated in them (this is for the project team and not for the community groups):

  • Two rounds of Capacity building of 10 member project team have been done on Juvenile Justice, Protection of Children against Sexual Offence (POCSO) and life skill education. The Trainer was Mr. Pradip- SCPCR member on JJ and POCSO and expert on Life skill education.
  • One skill building workshop was done with 5 member project team on documentation and writing for advocacy and stakeholder engagement.

Any other observation about the project:

    Addressing the issue of Child Sexual abuse is taking good amount of time at field level, due to the problem of communication, remoteness of the village, government agencies reluctance and obstruction from the conservative lobby of customary law practitioners.
