Thematic Intervention: Education


People’s Action for People in Need, also known as PAPN, is a voluntary organization registered under the Societies Registration Act. PAPN is the outcome of the idea to facilitate sustained rural development through education, community awareness and promoting and strengthening the community based organizations of the marginalized, deprived and oppressed sections of the society, leading to their empowerment. The project holder, Mr Kuldeep Verma, held the position of the members of the State Consultative Group of NGOs constituted by the State Government for the purpose of providing interaction between the NGOs and the Civil Servants in the State, Himachal Pradesh Environment Protection Council and State Health and Advisory Committee of HP. Till last year the project was working in the area of Himachal Pradesh on protection issues ,since that was the criticality of the intervention area, however, over the last 5 years, the organization has developed good understanding on education rights of children. Strong advocacy taken up on right to education with School Management Committee members, members of Mahila Mandal for demand of school infrastructures, teacher recruitments, school up-gradation and with govt. officials/ department for approval of school board examination centre, government transport facilities for school children etc. Eventually, PAPN phased out from the operational area in HP and started focusing on education issues of Haryana, which has been identified as a critical state in education by CRY programming strategy.

Key Result Areas Achievements

Develop understanding on child rights situation in intervention areas, identify vulnerability of children and develop advocacy strategy on children's right to education

* Baseline assessment of the project area has been done, being first year in a new geography. Based on gaps identified, advocacy engagements have been initiated. As a result, education department has provided access to schools, 12 set of curriculum books for remedial classes in Child Activity Centers (CACs), 7 children have been secured access to scholarship, and CWC has promised action on the 6 orphaned children.
* 34 of the community engagement meetings were conducted with 571 community members’ participation.
* 6 schools, 2 primary and 4 middle schools, were mapped for gap assessments of families and services compared to Right to Education provisions and frameworks for advocacy support.

Key Result Areas Achievements

Ensure enrolment of all children under age groups of 06 -18 years in schools from intervention slums of Panchkulla.

* 2 Child Activity Centers (CACs) centre established in both the slum of Gandhi Colony and Kharak Mangoli. There are 117 children currently attending remedial classes including 98 never enrolled children. Each centre operating 3 shifts in a day each.
* Enrolment drive among target community ensured fresh enrolment of 25 children in class -1, many with potential of remaining un-enrolled.
* Another 51 school drop-outs were re-enrolled in the enrolment campaign.

Strengthen children’s voices through formation and grooming of children's collective.

* 4 Children collectives were formed. 2 each in each of the slums with total of 100 members. These collectives have been active in highlighting child labor issue in slums and also assisted in community mobilization to remove Liquor shop in the slum which is affecting families.
* 3 adolescent groups formed.

Update on major events /campaigns that may have taken place on ground:

This was first year of project in the new geography. Though no major campaign could be scheduled, the baseline assessment has helped identify many issues and service & facility gaps. Basis these, more structured advocacy engagement will be planned over coming year.

Update on knowledge and capacity building workshops that the project team may have organized /participated in them (this is for the project team and not for the community groups):

* One capacity building exercise of project team conducted on various government policies, govt. schemes and programme entitlements.
* One Capacity building exercise was conducted by an external resource agency from Delhi. The key issues dealt upon were RTE act and Haryana State Rules.

Any other observation about the project:

This was the first year of the project in Panchkula the team was new to the area and the full onset of project happened from January 2017 only. In such a short span of time the project has made remarkable progress in terms of building rapport inside the community and with the duty bearers.


Key Result Areas Program Activities Planned

To Improve Project Team and Community understanding on Early Child hood Education and Care

* Tracking of all children on QTRLY basis for 3-6 year of children.
* Map status early child hood education and share the findings of gap analysis with CDPO, DPO and other associated stakeholders and initiate planned advocacy engagements.
* Ensure children in age group of 3-6 years are enrolled in the centre and get early school readiness education.
* Conduct study on WASH focusing water carrying source, sanitation situation and waste disposal source.

Key Result Areas Program Activities Planned

Increase enrolments and retentions among 6-14 years aged children from project target communities.

* Tracking of all the children in the age group of 6-14 years.
* Transition mapping from primary to elementary to be done.
* Periodic assessment of children during the implementation of remedial education at CAC.
* To ensure all Children started actively participating in CAC.
* Facilitate development of School improvement Plan by community, teachers, parents and duty bearers.
* Conduct drop-out analysis in first quarter, and based on this conduct enrolment campaign to ensure no children remain un-enrolled.
* Develop retention tracking module to ensure there is not mid-year drop-outs.
* Conduct capacity building of School Management Committee (SMC) members

Key Result Areas Program Activities Planned

Ensure government policies and program relating to 14-18 year group of children in context of education are effectively implemented

* Tracking of all 14-18 year of children in the slum area on quarterly basis.
* Provide remedial study supports to needy children.
* Track the improvement in School infrastructural vis-a-vis provisions in Right to Education Act.

Empower communities to access educational services in both the slum of Kharak Mangoli and Gandhi colony

* Conduct regular meeting of CBO’s with defined agenda on a fortnightly basis.
* Conduct regular meeting of children/ Adolescent group on fortnightly basis with pre-set agenda.
* Facilitate regular meeting in all the SMC committees in the project area on fortnightly basis.
