60 villages of Parbhani district & 10 villages of Latur district, Maharashtra, India


Sankalp Manav Vikas Sansthan was established in 1992 in Parbhani region for lending voice and support to the oppressed dalit women and children. The organisation is an offshoot of Rural Development Centers’ broadening activities in Marathwada region under the campaign for human rights. SMVS has extended its operation area to Parbhani, Aurangabad, Jalna, Hingoli districts in Marathwada region. The organisation, since its inception, has taken up the cause of marginalized communities particularly migration, exploitation by sugar cooperatives, gender atrocities, child education and child labor. Mr. Sudhakar Kshirsagar the project holder of SMVS is well aware of socio-economic situations in Marathwada region and in Parbhani district. SMVS operates in 60 villages of Pathri, Manvat and Selu talukas of Parbhani District and 10 villages of Udgir taluka in Latur District. CRY supported intervention area is spread across 40 villages.


The project area is known for abject poverty and poor development where toil and struggle describe the daily lives of the marginalized people. The overall literacy rate is less than the state average. Lack of livelihood options lead families to migrate to nearby sugarcane factories. The worst affected are the landless families. Parbhani district is mapped as critical on child protection and education. The region faces seasonal child labor, child marriage as well as various other child protection issues related to migration. It is also observed that the (Juvenile Justice) JJ System and the (Integrated Child Protection Scheme) ICPS, child protection government mechanisms are rolled out but not effectively implemented. It is also observed that non-availability of secondary schools, transportation facilities for children leads to school drop-out after the 5th grade which eventually leads to child labor as well as child marriage. Sankalp with support from CRY has been working on Hungami vasti gruh and has managed to prevent 430 children from dropping out of school.


  • To develop understanding and build capacity of staff on child protection issues.
  • To develop understanding on legal provisions like the JJ( Juvenile Justice) Act and ICPS
  • To create awareness and mobilise the community on the issue of child protection.
  • To build capacity of staff and initiate data tracking on migration.
  • To identify various factors contributing towards child marriage and child labor.
  • To prevent migration of children along with parents for children whose parents are landless or agricultural laborers.

  • To work with migrating children and their families.
  • To work with children who have never been to school or are drop-outs.
  • To build capacity of staff and community on the NRHM and various health service structures.
  • Develop clear understanding on quality parameters and ensure quality education is provided to children.
  • Ensure 100% enrolment and retention of children (age 3-5 yrs/ 6-14 yrs/ 15 to 18 years) in schools in direct intervention area.
  • To ensure malnutrition is significantly lower than the national average.
  • To strengthen the children’s groups and create spaces to speak on their issues and participate in processes.

Achievements & Impact in the Review Period

The team played a critical role in establishing child rights across Parbhani and Latur district through strong associations with Community based Organisation (CBO) groups, mainly consisting of Mahila Mandals in the operational area. This year the team has done effective work in terms of child protection and education. Some of the major program highlights are:

  • Successfully enrolled total 210 children in school in the age group 6-14 years.
  • With the help of home visits, regular demands for and monitoring of hungami shala[Hungami shalas are temporary hostels for children of migrating parents], the team has managed to retain total 1149 children in schools.
  • Total 498 children were identified who dropped out of school due to migration. 169 children out of these were re-enrolled into school during the year.

  • Due to the team efforts, 8 schools were upgraded and 16 new teachers were appointed by facilitating the process with the School Management Committees (SMC).
  • Team has developed a good understanding on the “Hungami Shala” concept and since last 3 years are working on the issue of education for children of migrating parents, through the hungami shalas.
  • Out of total of 108 children, 106 children got their birth certificates.
  • Out of total 157 malnourished children identified, 125 children have been brought to normal category.
  • 486 child laborers were identified and 157 children were re-enrolled into schools.
  • 15 new adolescent girls groups formed and 6 groups were strengthened
  • 617 women participated in 3 Gram Sabhas.

Success story

Rani Kale narrowly escaped being married off a week before her sixteenth birthday. Rani, her parents and 2 younger brothers are residents of the drought-hit region of Parbhani district of Maharashtra in India. The severe draught had forced Rani’s parents to migrate to other cities in search of work. They feared for Rani’s safety away from the village and, disregarding her opinion, decided it was best to get her married at the earliest.But Rani’s friends in Savitrichya Kanya (Daughters of Savitribai), and Sankalp Manav Vikas Sanstha rose to the occasion. Sankalp Manav Vikas, a project partner of CRY, works for the education of underprivileged children in various districts of Marathwada. Rani talked to the Sankalp members about her woes. “I wanted to finish school, not get married. My parents said they would not be able to take care of me when they moved to the city. By getting me married they felt their obligation would fold up, that I would be protected.” says Rani, echoing the concerns of many other teenage girls in the village. But through continuous efforts they were able to sensitize Rani’s parents about the taboos of child marriage and convince them to keep her in school.

Today, Rani is a member of Savitrichya Kanya, an active advocate of child rights and dreams of one day becoming an IAS officer. To date, Sankalp Manav Vikas has prevented 150 child marriages and because of it children like Rani have the chance to chase their dreams.


The team is working strategically on education and protection to ensure children stay in schools and do not drop-out and become vulnerable to child labor or child marriage.

  • Ensure 100% understanding of the (Knowledge Attitude Practice) KAP of the community on education.
  • To develop understanding on (Early Child Care and Education) ECCE service of the (Integrated Child Development Scheme) ICDS
  • To ensure at least 50% of dropout children are identified and re-enrolled into schools.
  • Campaign for 100% enrolment and retention of children in schools and for re-enrolling drop out children.
  • Develop understanding of the KAP (Knowledge, Attitude and Practice) of the community on issues of child labor & child marriage.
  • Look at ways to stop 500 migrating families and hence prevent school dropouts due to migration.
  • All child protection cases to be identified and dealt with (abuse, exploitation, violence) in the village/ hungami shala.
