Thematic Focus: Education and Protection (Child Labor & Child Marriage)

Project Background

Shramika Vikasa Kendram (SVK) was formed in 1992 to undertake development work in Mahabubnagar district in Andhra Pradesh. Initially the Project Holder received a fellowship in 1994 from MV Foundation to work for tackling the root causes of child labor. The organization was further supported by the South Asia Poverty Alleviation Program of UNDP to carry out women development activities at Peddakothapalli Mandal. CRY first supported SVK in 1997. The support was directed towards eradicating child labor and enhancing livelihood options for the families in Peddakothapalli and Kollapur mandal. SVK was supported by DRDA [District Rural Development Agency] and NCLP [National Child Labor Program] in its effort to eliminate child labor in the intervention area. The Project Holder, Mr. Y. Laxman Rao hails from Kollapur mandal in Mahabubnagar district. He has wide experience of working on child labor issues through Mamidipudi Venkatarangaiah Foundation (MV Foundation).
The main objective of the intervention is to ensure child rights protection through community empowerment in 184 villages, of which 98 are direct intervention villages (78 old and 20 new) in Peddakothapally, Veepanagandla, Kodair, Panagal and Kollapur Mandals of Mahabubnagar District, Andhra Pradesh.

Problem Statement:

Agriculture is the primary means of livelihood in the project area wherein laborers are not paid equal and minimum wages. Most of the people in this area migrate to the city of Hyderabad and other states in search of employment. As a consequence of this, their children are forced to discontinue their education and engage in different forms of work. Such families are mostly not covered under different government welfare programs. There are huge disparities among castes. The scheduled castes (SCs) and scheduled tribes (STs) are both socially and economically backward. With respect to specific child rights challenges, the villages have high infant mortalities (IMR). Main reasons had been irregular Auxiliary Nurse Midwife (ANM) visits, inactive Primary Health Centers (PHCs), low Ante-natal Care (ANC) and low immunization of women and children etc. Some of the indicators are mentioned below:

* 52% of the child laborers are boys and the other 48% are girls.
* 18% of the child laborers are in the 6-14 age-group and the majority (82%) are from 15-18 age-group.
* 26% of the child laborers belong to the SC community, 15% belong to the ST community and the remaining 59% belong to other backward communities (OBCs).

While 66% of the child laborers are staying locally with their families, 32% of the children workers are working on their own and staying away from home. 50% child laborers are working in the agriculture sector and 50% are working in other unorganized sectors. Children are employed in agriculture works, painting work, helper to electricians, plumbing, cell phone repair, television repair, construction workers, cleaners in trucks & JCBs, cleaners in route jeeps, auto-rickshaw driving, etc. Girl children are mainly involved in tailoring, embroidery, sales girls in cloth shops, construction work etc.

Key Result Area: Reduce school dropout and reduce child labor.

* Sensitize parents of child labor/ dropouts and other parents on the importance of education especially girl child education.
* Conduct awareness programs / Kalajathas on child labor at community level.
* Engage with media to publish articles on importance of education / child labor situation.
* Involve PRI (Panchayati Raj Institutions, the 3–tier local governance hierarchy) members in sensitizing parents on child labor issue and mainstreaming them.
* Arrange health Counselling sessions to child labor from health department
* Identify and assist children to apply for social security entitlements. (Caste Certificates, scholarships, Bus Pass, Medical Certificates for differently-abled children).
* Ensure improved infrastructure & facilities in schools, especially girls' toilets, sufficiency of teachers and free supply of sanitary napkins.
* Strengthen SMCs (School Management Committees) by ensuring regular meetings and parents regular participation in meetings.
* Encourage teachers to visit families that have child labor/ dropouts in order to urge parents to send them back to school.
* Track all children in the school going age group to ensure their transition from lower primary to upper primary, and upper primary to high school, and high school to other higher education/ skills based courses.
* Organize Counselling to parents whose children are working as child labor to sensitize them about negative effects on children.

* 10 drop outs and 16 child labors were mainstreamed through the efforts of CBOs (Community Based Organizations).
* PRI’s played an important role in providing social security schemes for needy families. As a result of projects intensive engagements with PRI the members have started regularly monitoring schools and have helped in mainstreaming of 6 drop out children.
* 6 Panchayats have passed resolutions against child labor and dropout in the meetings. And a total of 42 Panchayats have included child rights in their agenda which has been possible due to regular interaction by project team members.
* 100 children and 75 parents participated in a health Counselling sessions for child labor from health department wherein the harmful effects on the child’s body due to child labor and child marriage was explained.
* 642 out of 671 children have transitioned from primary to upper primary schools due to efforts of the project.
* 27 SMCs were strengthened who are conducting regular meetings with the parents to discuss issues of child labor and child marriage; and to check if the school funds are getting properly utilized through mid-day meals and other benefits.
* Drinking water facility is installed in 2 schools and sanitary napkins were distributed in 11 schools.
* 35 teachers from 7 schools visited 56 families and counselled on the significance of education for children. As a result of this 6 dropouts were mainstreamed.
* Two buses were approved for Ayyavari palli and Mukkidigundam villages thus benefiting 150 children. This was possible through various networking and convergence meetings organized by the project team with various govt. stakeholders.
* 134 children cleared examination in supplementary through proper guidance enabled by the project team.

Program Activities Planned Progress and Achievements

Key Result Area: Reduce instances of child marriages in the project area.

* Identify families with potential for child marriage. Organize family Counselling to prevent child marriage in such families
* Sensitize and build capacity of children collectives and community groups so that they can report and initiate preventive action on planned child marriages.
* Facilitate admission of girls from poor, migrating, widow/ female headed and marginal community families to residential schools like KGBV and social welfare hostels, so that they can continue studies.

* The team has also reached out to 516 families of girl children and explained to them the importance of educating girl child and how it would impact her family.
* 27 incidences of child marriage were identified of which project team was able to stop 12. 115 stakeholders visited 82 families and explained them about the harmful effects of child marriage, explained to them about pregnancy and adolescent sexual health.
* 69 girls were enrolled into KGBV (40), Social welfare hostels (10), and Ashram schools (19).

Key Result Area: Strengthen 10 more child collectives as per the strengthening parameters

* Organize children and adolescent groups and facilitate conducting regular meetings.
* Conduct trainings of adolescent collective leaders for conducting productive meetings, planning and organizing learning and skills building activities.
* Organize meetings to transact CRY Child Center’s

* 27 children groups were encouraged by the team, currently 13 adolescent groups are formed of 330 children. 17 awareness sessions were conducted for the adolescent girls.
* 920 children in 35 Child collectives’ leaders were trained in organizing meetings.
* Life skills modules were introduced in 23 child collectives in whom 920 children participated.
* 31 child collectives have raised the identified issues with their teachers in 31 schools
* SVK team has identified 159 children who have exceptional skills in sports and encouraged them to participate compulsory at School and other level computations. They also conducted storytelling sessions for 52 child collectives, wherein children were also encouraged writing their own stories.

Highlights of some significant achievements:

7 Primary Schools and 1 Upper Primary Schools prevented from closure: SVK team used a multi-pronged approach to strengthen the schools. The various strategies that they applied include taking help of local donors to provide necessary infrastructure. The project team built rapport with the teachers and ensured that teachers also played an important role in identification of the children and encouraging them to join government school, teachers become more accountable to parents and included them in their child development by reporting to them regularly. The team encouraged Panchayats to monitor the schools regularly and encourage communities to enroll their children in government schools. As a result of all these efforts, the schools were recovered / prevented from parameters of rationalizing of schools, which is used by the state government to close down schools. As a result of these efforts in ensuring enough students are enrolled and attending classes seven Lower Primary Schools and One Upper Primary Schools are prevented from closure.


Key Result Areas Program Activities Planned

20 Anganwadi Centers are transformed into Model Anganwadi Centers

* Orient 429 parents on the importance of ECE program.
* Ensure admission / regularity of all 219 children aged 3-6 years in pre-school program of Anganwadi.
* Monitoring 11 Anganwadis and establishing rapport with Anganwadi Supervisors / Child Development Project Officers (CDPO) to guide Anganwadi Teachers on ECE program components.

Ensure completion of schooling and reduce dropouts.

* Track all 944 children in the age group of 6-14 years to ensure regularity and transition in schooling.
* Involve 30 PRI members and teachers in mainstreaming the dropout.
* Admit drop out who cannot be mainstreamed into schools into vocational courses.
* Organize career Counseling sessions to 9th and 10th class children.
* Guide 10th & 12th class failed children to appear for supplementary exams, and passed out, for admission to higher classes. * Identify and assist children to apply for social security entitlements.

Key Result Areas Program Activities Planned

Reduce child labor in the project area.

* Sensitize parents of 73 child labors on importance of education and ill-effects of child labor and mainstream such children into schools.
* Involve 30 PRI members and 45 teachers in 52 villages in counseling parents on child labor issue and assisting in mainstreaming.
* Conduct 2 awareness programs / Kalajathas on child labor at community level.
* Strengthen Community Based Organizations in 22 villages towards self-sustenance of livelihoods and secure rights to children.

Strengthen Children collectives and train 900 collectives’ members on life skills.

* Form 22 new children collectives and adolescent collectives.
* Conduct 9 monthly child collective and adolescent collective meetings respectively.
* Transact life skills modules for children collectives’ members. These will cover emotional intelligence, recognizing and expressing one’s emotions, and interpersonal communication skills.
