Thematic Intervention: Education, Participation

Project Context

Sikshasandhan was established in 1995 as a resource centre for education. It started with the conviction that education is a powerful tool in the empowerment process of tribal and other underprivileged sections of society. Mr. Anil Pradhan has been working as the Member-Secretary of Sikshasandhan since 1996. Mr. Pradhan has developed training modules and has conducted several training programs on Education Objective Oriented Project Planning for NGOs and government functionaries. He has also developed and implemented an innovative education project for children of tribal communities. Over the past thirteen years Sikshasandhan has built up its base by gathering valuable experience working in the most backward districts and regions of Orissa. The most notable is the establishment of Alternative Education Centers (AECs) in tribal parts of the state through consortium partners. Sikshasandhan also conducts research, provides teacher training programs and workshops and raises awareness through organizing debates and publishing of articles. It has also developed needs-based cultural curriculum and primers for tribal children while also establishing village libraries in the form of a mobile library and a resource library.

Problem Statement:

The project is working in Kaptipada block of Mayurbhanj district. Majority of the households in the intervention area are below poverty line. The area is geographically inaccessible and is cut off from most forms of communication. The field area of Ranipokhari (Gram Panchayat) is situated in the south of Kaptipada block which 96% of the population comprising of the tribal community. The language spoken by most of the children is the “Ho” language spoken by a small group of the Ho tribe population and it has no dialect. The practice books supplied by the Child Development Project Officer (CDPO) to the centers are in the Odiya language, the state’s official language. Hence transaction of pre-school education for the children has been very difficult. Mother tongue based education is hampered severely and children struggle to achieve age - appropriate learning competencies. Moreover all children of the operational area in the age group of 0-6 years are not fully covered by the ICDS centres. As per the Government Record, the children are covered by the revenue village ICDS centre but the reality is that the tribal area population are scattered in number of hamlets and the needs cannot be addressed by just one center. Out of 523 children in the age group of 3-6 years, only 326 children are receiving pre - school education from the 11 existing ICDS 11 centres. There are 1999 children in the age group of 6-14 years, out of whom, 1057 children are enrolled in 9 schools in the operational villages, 917 children are in Ashram and government Residential schools and the remaining 25 children are out of the school. Language remains a huge barrier for the attainment of education for children and the government needs to focus on building TLMs and material in the local dialect as well as to train teachers to be multilingual so that they can help the children. There are insufficient schools in the operational area and in the schools that exist, the quality of education is very poor.

Key Result Area: Ensure 100% enrolment and retention of children in pre-school and primary schools.

Program Activities Planned Progress and Achievements

* Tracking of immunization and pregnant and lactating mothers.
* Periodic growth monitoring of children from 6 months to 6 years.
* Ensuring access to interim services in 3 Preschool with Ho translated Nua Aranima, where government services are not reaching.
* Tracking of 3-6 children in pre-school education and training their parents on life skill module.
* Capacity building and hand holding support for ICDS workers on Preschool education along with Life skill.
* Organizing Children’s club meeting and life skill activities in schools.

* 70 meetings have taken place with mothers and Janch Committee members to spread awareness about the ICDS centres and to demand for new ICDS Centres. These meetings had an outreach to 750 mothers.
* Sikshasandhan has developed “New Arunima”- A Hand book for ICDS workers on Preschool education in the Ho language. They have also imparted training to 11 ICDS workers on how to use the handbook. Ever since it has been observed that children are interacting more and engaging more in activities .
* 14 ICDS workers and 3 preschool instructors have been trained on subjects such as preschool, stages of child development and Child Psychology.
* 415 out of 512 children in the age group of 3-6 years have been enrolled in pre-school and 172 children are receiving hot cooked food in the 7 Supplementary Nutrition Program (SNP) centres.

Key Result Area: Milestone stones of the RTE (Right to Education) Act are achieved in 9 schools in the project area.

Program Activities Planned Progress and Achievements

* Facilitate regular community and SMCs meetings are held for raising demand for infrastructure and basic requirement in the school.
* Joint meeting of Panchayat members and SMCs for infrastructure building.
* Mapping of schools for timely distribution of textbooks, mid-day-meal and uniform.

* 110 School Management Committee (SMC) members have been trained on Right to Education (RTE) and Child Rights. It also helped the children to be regular in school. * Direct interaction of Multi-Language Education (MLE) teachers with the children in school and community facilitated the process of 100% enrolment among 6-14 years of children and 100% retention among 11-14 years of children in school.
* Shikshasandhan has provided 9 Multi-Language Education (MLE) teachers in 9 schools for quality inputting in local language for all the subjects. These teachers are engaged in 9 schools for smooth transactional roll out.

Key Result Area: Learning outcome assessment and improvement among the standard 1 and 3.

Program Activities Planned Progress and Achievements

* Capacity building of 9 multi-language school education teachers for improved classroom transactions in ‘Ho’ mother tongue.
* Exposure visit of selected children in post office, police station, banks.
* Life skill activities during summer camp to the children of 10-14 age groups.
* Annual creative festival for children to exhibit their creative talents/ abilities.
* Capacity building of teachers of 4 schools on life skill education and principle of engagement with children.

* Project staff is maintaining the individual children tracking list to assess learning outcomes. They have developed the 52 learning outcome competencies based on the ELM (Environment, Language and Mathematics).
* Children Assessment was conducted for 385 children from class I to class III on language and maths. The assessment program helped in understanding learning competency of children.
* Through talent mapping activities and creative festivals, 269 children were identified having creative abilities and potential in song, drawing, sports, painting and handicrafts and data bank updated.
* During the period 116 meetings were held with 21 child club members, field associates and language Teachers.

Update on major events /campaigns:

* The partner organization worked on campaign on “healthy start for the children of tribal district of the Odisha” prime moved by the Alliance Voice for Child Right in Odisha. Partners worked in all the 36 hamlets and 11 ICDS centres to complete the growth monitoring of 765 children of the operational area.
* The partner has also engaged with the government for universalization of ICDS centres in tribal hamlets. They have also engaged with the State Commission for Protection of Child Rights (SCPCR) for a stay order on closure of schools with an enrolment of less than 20 students.

Knowledge and Capacity Building workshops:

* A five - day residential training was organized for the staff, field associates and language teachers at the Sikshasandhan School building, Pradhansahi. CRY team members was the resource persons for the life skill Training. The training focused on Child development, Life cycle approach, Child Rights ideology under UNCRC, Life Skills and skill development.

Continuation of 6 extended Supplementary Nutrition Program (SNP) centre- tracking of children getting SNP support.
* 960 children among 6 months to 6 years mapped with Growth Monitoring Chart (GMC) once in a year.
* Interim services in 3 Pre-School Education (PSE) with HO translated Nua Aranima, where Government Services are not reached.
* To organise monthly School Management Committee (SMC) meeting for retention and new enrolment in all the villages.
* To organise weekly meeting with children in club and conducting life skill activities in series as per topic.

Milestone stones of the RTE Act are implemented 9 schools in the project Area.

* Community meeting to be held for creating awareness for facilitation of infrastructure and basic requirement from the school.
* Mapping sheet to be developed for all the schools with textbooks, uniform and mid-day-meal distribution.
* 30 teachers to be trained for classroom transactional rollout as per RTE.

* To ensure 50 selected children get exposure about banking, postal and police department operations.
* To ensure 1319 children attended in the summation test of government at cluster level.

Young people are empowered to pursue their vocation, Carrier & seek the best in themselves

* Career counselling on self employment of adolescent youth (50 numbers of Youth in the age group of 15 to 19) of the project area and life skill education in two years. (Academic education, Career, Gender roles, Coping skills, Migration etc.)
* To ensure formation of 10 youth groups who will organise regular meeting to plan and strategize their campaign for promoting ecological rights and sustainable development protecting resources & environment.
